India Retains Policy Space for Farmers & Fishermen at WTO: Goyal

Commerce and Industry Minister Piyush Goyal said India has maintained its full policy flexibility at the World Trade Organization (WTO) to support farmers and fishermen. He emphasized that India’s food grain procurement for the underprivileged is unaffected and free from barriers.

The 13th WTO Ministerial Conference concluded without consensus on key matters such as finding long-term solutions to public food stockpiling and reducing fisheries subsidies. Nevertheless, the participants agreed to extend the moratorium on imposing import duties on e-commerce trade for an additional two years.

Goyal expressed satisfaction at the outcome of the conference and reaffirmed that India maintains its full policy flexibility to protect the welfare of farmers and fishermen in all aspects. He stressed that India is determined to protect the interests of poor farmers and fishermen as well as address other concerns.

India raised concerns about the proposed Fisheries Subsidy Agreement, which seeks to address the issue of overcapacity and subsidies that contribute to overfishing. Within the agreement, India identified various uncertainties regarding the proposals being discussed. In particular, a request was made to exempt some countries from certain subsidies paid to fishermen who lack sufficient resources.

Goyal came to the conclusion that India is completely satisfied with this conference and the goals for which this conference was held have mostly been achieved.

India continues to retain full policy space for the benefit of our farmers, our fishermen, and in every respect, we have been able to take India’s interests to the highest level possible,” the minister told reporters here after the five-day meeting of the trade ministers of 166-member World Trade Organisation (WTO).
